This is a strange error. I turned on my XBOX One for the first time in a while and when moving the selection it kept resetting back to the top of the games list. I thought it was stick-drift, so tried a different controller - same thing. That was good as it's a new Carbon controller. So I reset the whole system and the same problem remained. Then I noticed it was an internet connection issue. That would keep restarting and that made the indicator box move to the top of the games list.
That's a strange thing, but it was solved by connecting via wifi rather than a wired connection.
